Comune (municipality)
In Italy the comune is an autonomous local authority provided for by Article 114 of the Constitution of the Italian Republic. It represents its community, looks after its interests and promotes its development, and acts both as a territorial subdivision of the State and as a centre for decentralised state services. Besides carrying out its own functions, the comune is responsible for implementing state and regional tasks. Its administrative activity covers the areas that concern the population and the territory: services for citizens and the community, land-use planning, economic development, and functions performed within state jurisdiction.
Municipal services
The comune runs most of the public services that people use every day. Its administration is made up of offices organised differently from one comune to another, but they can usually be grouped into a few main sectors. One of the key sectors is personal services for citizens, which include:
- Employment centres (centri per l’impiego), which help people look for work.
- Cultural services, which promote cultural events for citizens.
- Sport and tourism services.
- Registry services (servizi demografici), such as civil status registration (stato civile) and change of residence.
- Electoral rolls, which make it possible to take part in elections.
These offices issue most of the official certificates of a person’s status, such as marriage, residence and citizenship certificates.
Accessing the services
How you obtain services from the comune can differ from one comune to another. Some comuni offer online services. For example, the Comune di Napoli recently expanded the POTES portal (Piattaforma Online per la Trasmissione ed Erogazione dei Servizi), where you can log in with SPID (public digital identity system) or CIE (electronic identity card) to obtain certificates and information from the population registry (anagrafe).
