Converting a Ukrainian driving licence into an Italian one for Ukrainians in Italy

How long is a Ukrainian driving licence valid in Italy, and how do you convert it into an Italian one? Ukraine and Italy have concluded an agreement on the mutual recognition and exchange of driving licences.

– Ukrainians who are legally resident in Italy can convert their driving licence into an Italian one without taking the theory and practical tests.
– Conversion is possible within four years of acquiring residence (residenza) in Italy.
– To convert it you need a valid Ukrainian driving licence and a certified translation of it into Italian.
– Ukrainians who have been granted refugee status in Italy can use their Ukrainian licence until their protection status expires.
– If you do not have refugee status and a year has passed since you registered as resident in Italy, you can no longer use your Ukrainian licence, and if you are stopped by the police you face an administrative fine of €2,000.
– To convert it you also need a medical certificate issued by the competent authority.

Exchanging, or converting, a Ukrainian driving licence for an Italian one has a number of advantages for Ukrainians, such as:

– Compliance with Italian and EU law, which gives the driver legal certainty.
– The ability to drive vehicles that require specific licence categories, such as motorcycles, buses, lorries and so on.
– Easier hire or purchase of a car in Italy, as well as getting insurance and servicing.
– Freedom to drive in every EU country without needing an international driving permit.

The conversion procedure:

Go to the Motorizzazione Civile (Italian motor vehicle authority) with the following documents:

– Application for conversion of the driving licence (Modulo TT 2112)
– Receipts for the conversion fees: €10.20, receipt no. 9001, and €32.00, receipt no. 4028 (paid online through pagoPA)
– The original and a copy of your Ukrainian driving licence, with a translation into Italian certified by an accredited translator
– A copy and the original of your permesso di soggiorno (residence permit)
– A copy of your codice fiscale (tax code)
– A copy and the original of an identity document
– A copy and the original of a document proving residence in Italy, or a self-declaration
– Two 3×4 cm photographs
– A copy and the original of a medical certificate with photo, valid for 3 months from issue by the competent doctor
– The information notice with consent to the processing of personal data, signed by the person applying for the conversion

Driving a car with Ukrainian registration in Italy
The procedure for changing number plates in Italy:

For non-residents
Under article 132, paragraph 1, of the Codice della Strada (Highway Code), foreign vehicles may circulate freely in Italy for 1 year.

For residents
Article 93-bis of the Codice della Strada provides for two options:
nationalising the vehicle (registering it in Italy) within 3 months of acquiring residence in Italy;
registering the vehicle in the Register of Foreign Vehicles (REVE, Registro dei veicoli esteri) if the vehicle is available to you for more than 30 days.

For Ukrainian refugees in Italy
You can apply for EE number plates if you hold a valid temporary residence permit (permesso di soggiorno) and own a vehicle registered in Ukraine. The application must be made to the Motorizzazione Civile office (UMC, Ufficio della Motorizzazione Civile).
