All foreign nationals who live in Italy and hold a permesso di soggiorno (residence permit) have the RIGHT to apply for disability status (refugees included!). This means €313.91 in social assistance, to which, in cases of serious illness, the accompagnamento (attendance allowance) of €527.16 is added. The total is €841.07. How do you apply?

Practical steps

1. An accredited doctor sends INPS (National Social Security Institute) an online certificate called the certificato medico introduttivo. It states the diagnosis and the type of recognition being sought: invalidità and accompagnamento (these are payments), handicap (this gives you the right to discounts on purchases and other benefits, and is not “money”).
The certificate costs €36–50, but at the doctor’s discretion or on written request it can be issued free of charge.

2. With this certificate you apply to INPS for disability status, attaching:
– #permesso di soggiorno
– #carta d’identità (identity card), stating your place of residence (residenza), and your codice fiscale (tax code).
– #IBAN (from Poste Italiane or a bank) for the benefit to be paid into.

3. The Commission. Within 90 days you receive a letter inviting you to a medical commission.

4. You receive the Commission’s decision, the verbale.
In Italy you need a rating of at least 74% incapacity to receive financial support, which has the corresponding name:
Assegno di inabilità (74-99%)
Pensione di invalidità (100%)
Accompagnamento
Disability support for minors (indennità di frequenza) is only granted if the children attend school or a rehabilitation centre.
Children with disabilities are also granted the accompagnamento allowance.

***HANDICAP (this is a right)
Exemption from paying the “ticket” (health charge)
Discounted travel tickets
The right to park in designated areas
Free prostheses and mobility aids
Reduced VAT (IVA) of 4%
And other RIGHTS

Incidentally, the vast majority of foreign nationals are assessed at 64%, which does not give the right to financial support. You can therefore appeal against the commission’s decision (within 6 months) or, after 6 months, submit a new application, called aggravamento.
