Financial support and bonuses in Italy 2024

The Italian welfare system offers a wide range of financial benefits available to individuals and families who need help and meet certain requirements. These benefits may include unemployment benefit, pensions, support for dependent children and other payments.

So if you are a migrant or a refugee with a regular residence permit (permesso di soggiorno), with insufficient financial resources, with children or with a disability, you may be entitled to an income support measure. All the benefits you can access have different requirements (including holding certain residence permits) and are available at national and local level. Bonuses can vary from region to region and even from one municipality (Comune) to another.

The following bonuses are available

Assegno di Inclusione (inclusion allowance) – financial support for social and professional inclusion which, from 1 January 2024, replaces the citizenship income (Reddito di cittadinanza). It depends on certain requirements (financial, residence/citizenship, household composition) but, above all, on taking part in a personalised pathway of social and work activation.

To receive the Assegno di Inclusione, you must meet the following requirements:

  • The applicant belongs to a household that includes certain persons (for example, people with disabilities, minors, etc.)
  • An ISEE (indicator of the household’s economic situation) not exceeding the threshold of €9,630

Indennità di disoccupazione NASpI (unemployment benefit) – the unemployment benefit paid to people who have lost their job. The amount depends on the length of the person’s contribution record and their average income.

To receive NASpI, you must meet the following requirements:

  • Have lost your job through no fault of your own
  • Have worked in Italy for at least 30 days in the last 12 months
  • Meet certain criteria

Invalidità civile (civil disability) – a pension granted to people with disabilities. The amount depends on the degree of disability.

To receive the invalidità civile benefit, you must meet the following requirements:

  • Have a permanent physical or mental disability that limits your ability to work or lead a normal life
  • Meet certain medical criteria

Assegno unico universale (single universal allowance) – financial support for families with dependent children, paid for each child until they turn 21 (subject to certain conditions), with no age limit for children with disabilities.

It is paid:

  • For each dependent minor child
  • For newborns, starting from the seventh month of pregnancy
  • For each dependent adult child up to the age of 21 who: a) attends school, a vocational training course or a degree course, is doing a traineeship or working, and has a total income of less than €8,000 a year; b) is registered as unemployed and looking for work with the public employment services; c) is doing universal civil service
  • For each dependent child with a disability, with no age limit

Contributo Ucraina (support payment for Ukrainians) – a payment granted to people who left Ukraine because of the war. It amounts to €300 a month for 3 months.

To receive the Contributo Ucraina, you must meet the following requirements:

  • Be a Ukrainian citizen who left Ukraine because of the war
  • Have refugee status or temporary protection in Italy
  • Meet certain criteria (for example, you have found accommodation on your own, in particular if you are staying with family or friends)
