For refugees who have been granted a permesso di soggiorno (residence permit) for temporary protection, Emergenza Ucraina, art. 20.
You have already read dozens, if not hundreds, of posts on various social networks about the validity of your permesso di soggiorno and about the possibility of converting it or obtaining another residence permit in Italy.
In fact, this type of permesso, art. 20 T.U. (Testo Unico sull’immigrazione, the Consolidated Immigration Act), is being used for the first time since 2000.

DURATION OF TEMPORARY PROTECTION IN ITALY:
The residence permit for temporary protection in Italy will last one year, starting from 4 March 2022.
If you arrived in Italy after 24 February 2022, you are entitled to a residence permit as a refugee under art. 20.
However, remember that this is NOT A REGULARISATION!!! The validity of this permesso di soggiorno is “tied” to events in Ukraine. As soon as the Council of the EU decides that it is safe to return to Ukraine, your residence permit will be revoked (not because it expires, but precisely WHEN the Council of the European Union takes that decision).

We all hope for victory very soon.
It follows that after the war ends, the Council of the EU has the right to decide to revoke the TEMPORARY permits (permesso di soggiorno TEMPORANEO).
In short: if the situation in Ukraine returns to normal and no decision is issued extending the document, refugees will have to return to Ukraine. If they stay in Italy, they will become undocumented.
In that case the residence permit will cease to be valid.

As of 20 December 2023 it is not possible to CONVERT this TEMPORARY permit.
However, legal experts have already worked out how Ukrainians living in Italy can REGULARISE their status.
At present there are two real ways to obtain another type of permesso (NOT to convert it, but actually to obtain A DIFFERENT TYPE of permesso):

1. families with children under 18;
2. MARRIED COUPLES, provided that one of the spouses holds A DIFFERENT type of permesso (for example, the wife has a permesso di soggiorno per motivi di lavoro, a work permit, and the husband a TEMPORARY “refugee” permesso)
