ISEE (Indicatore della Situazione Economica Equivalente): the equivalent economic situation indicator, a measure of a household’s financial means.
It is used to decide whether people on low incomes can receive benefits and social services.
What is ISEE?
ISEE is an indicator that gives a picture of the financial situation of people living in Italy, so that they can be granted the benefits they are entitled to. ISEE is calculated from personal data: registry details, income from work and pensions, and information on inherited property and land.
What benefits does ISEE give access to?
• Discounts on electricity, gas and water bills
• A child allowance paid monthly to families from the birth of a child until the child turns 3
• A monthly allowance for low-income families and individuals
• Discounts on public transport
• Exemption from charges for medical services
• Other benefits and subsidies linked to citizens’ social and financial situation
Documents needed for ISEE:
• Carta d’identità – Italian identity card (if you have residenza, i.e. registered residence)
• Passaporto – identity document of the applicant and family members (international passport, etc.)
• Permesso di soggiorno – residence permit in Italy (of the applicant)
• Autocertificazione stato di famiglia – self-certification of household, showing who belongs to your family
• Codice fiscale – tax code of the applicant and the other family members
• Residenza – registered place of residence
• Contratto di affitto – tenancy agreement (if you rent your home)
• Reddito for 2022 – income tax return (730/Unico/CU)
• Giacenza media as at 31.12.2022 – average balance statement from the bank or Poste Italiane where your account is held
• Targa auto – car registration number (if you own a car)
• Visura catastale – land registry extract (if you own property in Italy)
• Verbale di invalidità e sentenza (decreto di omologa) – disability assessment and court ruling (if you have a disability recognised in Italy)
• Sentenza di separazione – separation ruling (if you are separated)
• Bonifico – bank transfer receipts (if you pay maintenance)
Where do you apply for ISEE?
You can apply for ISEE at any CAF (tax assistance centre).
How do you apply for ISEE?
Go to a CAF and declare the income and inherited assets of all family members currently living in Italy.
For ISEE 2024 you must declare figures in euros for 2022, namely:
• your 2022 income as an employee, self-employed person or pensioner;
• property or land you inherited (if the inheritance took place in 2022): this is declared in square metres, and you must state whether the inherited property is your usual place of residence (if you inherited land or property as a co-owner, declare only your share);
• the statement from the bank where your account is held (giacenza media, average balance) as at 31.12.2022.
If you were not yet living in Italy in 2022, you must declare your Ukrainian income, inheritances and bank account balances for 2022.
Once your ISEE has been processed, you will receive the result by e-mail, or the CAF staff will let you know that the document is ready (within a few days).
