Italy. When and why does the Comune pay for a funeral? Funerali sociali and funerali gratuiti
A proper burial and a dignified funeral are rights, but they involve considerable costs that may be beyond the means of the less well-off. In certain cases provided for by law, the funeral can be paid for by the Comune (municipality).
Funeral expenses: what they are and how they work
Funeral expenses are part of the costs of the estate and include the cost of the burial and of the funeral services. They are to be covered by the deceased’s heirs. In some cases, however, the Comune can help less well-off families by paying all or a substantial part of the funeral costs.
When and why the Comune pays for a funeral
The Comune pays for a funeral in two cases: if the deceased’s family is so poor that it cannot afford one, or if the deceased had no assets and no close relatives able to pay for it. The law provides for two kinds of help: social funerals (funerali sociali) and free funerals for the poor (funerali gratuiti).
Free funerals are fully funded by the Comune. An amount for such funerals is set every year, and families do not have to pay anything. Social funerals involve a substantial reduction in costs (50%); the rest can be paid by the deceased’s family in instalments, or by the Comune.
Each Comune sets the requirements for social and free funerals, and the procedure for applying, in its municipal mortuary regulations (Regolamento di Polizia Mortuaria del Comune). If the deceased was poor, the Comune may cover the burial costs after checking their financial situation. The Comune also pays for the funerals of people who have no relatives, or whose relatives cannot afford it. If there are relatives who are not poor, the costs are shared among them.

How a social funeral is arranged, step by step
Applying to the Comune:
A relative or the legal representative of the deceased asks the Comune for a social funeral.
The application can be submitted at the administrative office of the municipal services or through the official website.
Submitting the required documents:
Death certificate.
Documents showing the financial situation of the deceased and their family (income statement, ISEE declaration of assets, etc.).
Documents proving the applicant’s identity (passport, codice fiscale – tax code).
Assessment of the financial situation:
The Comune assesses the financial situation of the deceased and their family.
The check covers income, assets and the relatives’ ability to pay for the funeral.
Decision:
After examining the documents submitted, the Comune decides whether to grant assistance.
If the decision is positive, it sets the form of assistance: full coverage of the costs or a reduction (50%).
Arranging the funeral:
The funeral is arranged by the Comune or by contracted firms.
Basic services are provided: transport of the body, coffin, burial or cremation, a simple ceremony.
Instalments or additional payments:
If a reduction is granted, the deceased’s family pays the rest in instalments, where this is provided for.
The Comune may offer flexible payment terms depending on the family’s financial situation.
Final formalities:
Once the funeral is over, the Comune provides a report on the services provided and the costs.
The family or the legal representative signs the documents confirming the services and, if necessary, agrees to the instalment terms.
Monitoring and reporting:
The Comune keeps a record of the social funerals provided.
It reports regularly on the use of the funds allocated to social funerals.
In this way the procedure supports families who cannot cover the cost of a funeral on their own, ensuring a dignified farewell to the deceased.
