Temporary employment of Ukrainian health professionals in Italy: the conditions until 2027

StepMed

Under Law No. 15 of 21 February 2025, which converted Decree-Law No. 202 of 27 December 2024 into law, Italy has extended the special employment arrangements for Ukrainian refugee health professionals until 31 December 2027.

This means that doctors, nurses, dentists and other professionals who were in Ukraine before 24 February 2022 and were forced to move to Italy because of the war can work temporarily in Italian healthcare facilities without having their diploma recognised through the Ministry of Health.

Example — Tuscany Region
To prove your qualifications, it is enough to provide:
– a European Qualifications Passport for Refugees (EQPR)
– or a document that unambiguously certifies the right to practise a health profession in Ukraine

IMPORTANT:
To be employed under these arrangements, the worker must have:
– a valid residence permit (permesso di soggiorno) under Article 20 – temporary protection,
– or international protection status (protezione internazionale)
Without one of these statuses, employment is not possible under current legislation.

Healthcare facilities that recruit these professionals are required to:
1. Check that the qualifications meet the requirements
2. Keep all documentation, including the notarised translation
3. Notify the regional authority of the employment within 10 days of the start date

Communication is by certified email (PEC) to regionetoscana@postacert.toscana.it (for the attention of the Human Resources Sector of the Regional Health Service)

The notification must include:
– The candidate’s first name, surname, place and date of birth
– The start date
– Professional status and type of contract
– A copy of the EQPR
– Proof of qualifications (with a notarised translation)
– The name, tax code and address of the recruiting facility

The “StepMed” project means support and community.
We do more than share knowledge: we create an environment in which Ukrainian doctors are not left alone to face Italian bureaucracy.

Sign up using the form and we will put together a group of 5 participants.

Once you have registered, we will send you a message with the date of the meeting.

We hold one meeting a week for each group — online or in person — where we answer all your questions.

The meetings are free and places are limited.

This is your chance to get clear answers and not be left alone with the bureaucracy!

The National Congress of Ukrainian Associations in Italy brings together the leaders of Ukrainian associations and communities who work together to protect the rights of Ukrainians, promote integration and preserve national identity abroad.

Unity for dignity. Strength lies in community.
