On 14 August an important meeting took place in Agnone (Alto Molise, Italy) with representatives of the local administration – the mayor, Daniele Saia, the deputy mayor, Giovanni Amedeo Di Nucci, and the secretary general, Maria Teresa Miraldi – as part of a visit by Ukrainian partners.
Earlier, the mayor of Agnone had sent an official letter to the National Congress of Ukrainian Associations in Italy (CNAUI), asking for help in finding medical staff for the local hospital, San Francesco Caracciolo.
As part of this initiative, a working meeting was held at Agnone town hall, attended by:
– the mayor of Kremenets (Ukraine), Andrii Smahliuk, and his deputy, Oleksandr Maryniuk,
– CNAUI President Lara Levchun,
– Nataliia Nevalenna, coordinator of the “Brotherhood Across Borders” project.
One of the key topics of the meeting was the possibility of employing Ukrainian medical professionals in Italy.
During the discussion, CNAUI President Lara Levchun stressed:
“We want as many Ukrainian medical professionals as possible to return home once the war is over.
But we do not want to see Ukrainian professionals undervalued. We want them to be an asset to Italy, because they are highly qualified specialists.
It pains us to say that many of them are forced to take low-skilled jobs just to survive.
Besides refugees, we are dealing with a large number of economic migrants – doctors, nurses and other health workers – who are in Italy for a variety of reasons.
We are deeply convinced that finding work that matches the qualifications earned in Ukraine means giving people back their dignity.”
The StepMed project: support for Ukrainian medical professionals
Aware that many people do not know about the opportunities available, the National Congress of Ukrainian Associations in Italy has launched the StepMed project – a platform that explains, step by step, how qualifications are recognised and what simplified procedures are available by way of exception.
The legislation governing the recognition of qualifications:
– Legislative Decree (D.Lgs.) 206/2007 – transposition of the EU directive on the recognition of professional qualifications
– Presidential Decree (D.P.R.) 394/1999 – regulation on immigration and the recognition of foreign qualifications
– Article 34 of Decree-Law 21/2022 – a special provision for Ukrainian medical professionals allowing temporary employment without the formal recognition of their qualifications
– Article 13 of Decree-Law 18/2020 – a provision adopted during the pandemic allowing the temporary recognition of qualifications
These laws provide the legal basis for the temporary employment of Ukrainian medical professionals in Italy without going through the full recognition procedure.
