Permanent residence in Italy: the procedure for Ukrainian citizens
Reference information: rules, amounts and deadlines change. Check the date of the material and the official sources.
Leaving Ukraine and living abroad for a long time, or even holding an indefinite residence permit (permesso di soggiorno illimitato), does not mean that a citizen of Ukraine is automatically recognised as permanently resident outside Ukraine. To confirm your residence abroad officially, you have to go through a specific procedure.
Under current Ukrainian law, there are two ways to register permanent residence abroad:
- For citizens leaving to live abroad permanently: the procedure is completed while still in Ukraine.
- For citizens already living abroad: you can apply to the Consulate General of Ukraine to register permanent residence in the Italian Republic.
Documents required to register permanent residence
For citizens of Ukraine aged 16 and over
- A valid identity document proving Ukrainian citizenship, and a copy of it.
- A completed and signed application form.
- A colour photograph measuring 3.5 x 4.5 cm.
- A copy of your Ukrainian internal passport (if you have one).
- A copy of the certificate assigning your taxpayer registration number (Ukrainian tax ID), if you have one.
- A certificate of registration as a citizen of Ukraine (for people granted citizenship on or after 1 March 2001).
- A document proving lawful stay in Italy (residence permit (permesso di soggiorno) and a document proving your residenza (registered residence)).
- A document proving payment of the consular fee, or a document exempting you from it.
For persons under 16
- An application form completed and signed by the legal representative.
- Birth certificate and a copy of it. For persons born abroad on or after 1 March 2001, a certificate of citizenship registration and a copy of it must also be submitted.
- The legal representative’s valid passport and a copy of it.
- A colour photograph measuring 3.5 x 4.5 cm of the child under 16.
- Documents proving the legal representative’s authority, and copies of them. If the names in the documents do not match, documents proving the change of name must also be submitted.
- Notarised consent from the legal representatives, or one of them, for the child to leave for permanent residence abroad.
- A notarised statement of consent from a child aged 14 to 16.
- A copy of the Ukrainian internal passport and the certificate assigning the taxpayer registration number (if available).
- A document proving payment of the consular fee.
- An identity document of the child aged 14 to 16 proving Ukrainian citizenship.
Cost of the service
The cost of the service may change, so it should be checked beforehand.
PLEASE NOTE! The consular fee is not refunded, whatever the outcome of the application.
Cancellation of the decision
A decision to cancel the processing of the documents may be taken by the head of the Ukrainian diplomatic mission abroad in the following cases:
- Invalid documents were submitted or important facts were concealed.
- The applicant did not return to the consulate within six months to complete the procedure.
The Consulate General of Ukraine undertakes to inform the applicant of the decision within five working days.
Meeting all these requirements and following the procedures will ensure that your permanent residence in Italy is successfully registered, which opens up new opportunities for citizens of Ukraine in the country.
