Strengthening legality and transparency: CNAUI signs a Memorandum of Cooperation with the Academy of Financial Monitoring

ROME, 23 SEPTEMBER — A working meeting and the formal signing of a Memorandum of Cooperation between the National Congress of Ukrainian Associations in Italy (CNAUI) and the Academy of Financial Monitoring took place in Rome. The agreement marks the start of a strategic partnership aimed at ensuring legality, transparency and financial security in the activities of the Ukrainian civil society sector in Italy.

The agreement was signed by the Director of the Academy of Financial Monitoring, Rostyslav Marchuk, and by the Congress Vice-President and Head of the Department of International Cooperation, Oksana Rohova. The Congress was also represented at the event and in the working discussions by the Commissioner of the Congress’s representation in the Lazio region, Uliana Yavorska.

The eight-member Ukrainian delegation included representatives of the Academy of Financial Monitoring, the State Financial Monitoring Service of Ukraine, the Ministry of Finance of Ukraine and the OSCE.

The practical dimension of the cooperation and its key areas:

  • Transparency and financial security: The parties discussed practical approaches to assessing the risk of civil society organisations being used in money laundering and fraud schemes, as well as methods for vetting partners and counterparties in financial transactions between Italy and Ukraine.
  • Technological support: For the duration of martial law in Ukraine, the possibility of giving Ukrainian associations in Italy access to specialised IT solutions in the field of financial monitoring is being explored.
  • Training and exchange of experience: The partnership provides for joint training sessions, round tables and expert consultations, as well as mutual information support for important initiatives.

The meeting was held in an open, business-like format, laying a solid foundation for practical and transparent interaction between the Ukrainian civil society sector in Italy and the relevant state and international institutions.
