On 13 June we sent the Senate of the Italian Republic

a Petition for the creation of a National Twinning Programme between Italian and Ukrainian municipalities,

which was formally announced at sitting No. 319 of the Senate on 24 June 2025!

The petition has been assigned No. 1346

and has been referred to the following standing committees sitting jointly:

the 1st Committee (Constitutional Affairs, Affairs of the Presidency of the Council of Ministers and of the Interior, General Organisation of the State and Public Administration, Publishing, Digitalisation)

and

the 3rd Committee (Foreign Affairs and Defence),

which will continue to examine it under Article 141 of the Rules of Procedure of the Senate.

The Senate considered the proposals put forward:

1. Establish an Italy–Ukraine National Twinning Programme with a clear regulatory framework and shared objectives.

2. Create a State Twinning Fund to support Italian municipalities that set up structured partnerships with Ukrainian cities.

3. Actively involve Ukrainian associations in Italy by setting up an institutional Coordination Table.

4. Integrate the programme with European funds for the reconstruction of Ukraine, ensuring resources, visibility and real impact.

5. Promote educational and civic activities on European integration among institutions, schools and universities in both countries.

Twinning between Italian and Ukrainian municipalities is an investment in the future not only of Ukraine but of Italy as well. Building stable, supportive and structured relations between communities is an active contribution to peace, European cohesion and local development.
