A Ukrainian teacher in Italy: how to overcome the bureaucratic barrier and fulfil your potential
Imagine you are an experienced teacher with a wealth of knowledge and a genuine wish to work in your profession in Italy. You open the official portal of the Italian Ministry of Education (MIM) to find instructions on getting your diploma recognised, but instead of a clear procedure you see a cold message on a white screen:
“Access Denied. You don’t have permission to access… Reference #18.97c51102.1774177713.ba7ed67”.
This technical error is the perfect metaphor for how Ukrainian professionals often feel when they come up against Italian bureaucracy: the sense of a closed system in which every link hides a new obstacle.
Can a teacher from Ukraine really find a place in an Italian school?
Is our diploma the key to a professional career, or just a piece of paper lost in the registers?
The answers exist, and they are based not on theory but on the first-hand experience of those who have already cracked this access code.
To have a Ukrainian teaching qualification officially recognised in Italy, you must submit an application through the portal of the Ministero dell’Istruzione e del Merito (MIM, the Italian Ministry of Education and Merit).
The procedure is carried out exclusively online and involves uploading the required documents and translations and filling in an electronic form. Once the application has been submitted, the Ministry checks the documents and decides on the recognition of the professional qualification.
Step by step: from chaos to professional recognition
Successfully entering the Italian education system depends not on luck but on strictly following the logic of the procedure. As the expert Nina Tuholukova points out, professional recognition is not a lottery but a methodical “step-by-step procedure” in which every move must be carefully judged.
To turn chaos into a working career strategy, we suggest following this professional standard:
- Review of your educational record: an in-depth analysis of your documents, your teaching hours and how well the Ukrainian programmes match Italian standards.
- Choosing the procedural route: academic recognition (equivalence) or professional recognition giving access to teaching.
- Verification with the institutions: clear communication with the regulatory bodies to have your qualification confirmed.
Only a systematic approach can turn “Access Denied” into “Document Verified”.
A Ukrainian diploma in an Italian school: myth or reality?
Many people wrongly believe that the Italian school system is a closed, exclusive club. Valentyna Kravchuk dispels this myth, stressing how genuinely open the system is to qualified staff from Ukraine.
Bureaucratic barriers exist, but they are just part of the process, not a final refusal.
“The practical experience of those who have already gone from being a teacher in Ukraine to working in an Italian school shows that the Italian system urgently needs professionals who master modern methodology and are ready to prove their professional suitability.”
This confirms that Italian education is a space of opportunity for those who have the right tools.
Personale ATA: a strategic entry point into the system
Working in an Italian school is not limited to teaching in front of a blackboard. Alona Strelchuk draws attention to a very promising area: Personale ATA (Amministrativo, Tecnico e Ausiliario).
These are the administrative, technical and auxiliary staff without whom no school could function. This category includes:
- Assistente Amministrativo (school secretary);
- Assistente Tecnico (laboratory or technical assistant);
- Collaboratore Scolastico (school assistant).
It is a strategically advantageous path to integration. Working as ATA staff, you are already part of the system, you build up years of service and learn how an Italian school works from the inside, while completing the more complex process of having your teaching qualification itself recognised.
CIMEA: the key to academic mobility and recognition
A central role in assessing your education is played by CIMEA (Information Centre on Academic Mobility and Equivalence). As Lilia Bilovus explains, it is the Italian centre of the international ENIC-NARIC network.
CIMEA is the “bridge” that connects your Ukrainian diploma with the Italian labour market. The key document here is the Attestato di Comparabilità (Certificate of Comparability).
An important tip for professionals: while you wait for full recognition of your teaching status, CIMEA certificates can already open the door to Personale ATA positions, where the bureaucratic requirements at the start are often lower.
Time to act
Technical errors and complicated acronyms should not stand in the way of your calling. The experience of practitioners who have already made this journey gives you the “access rights” to a new career.
On 23 March 2026 at 20:30, the CNAUI Department of Education held the webinar “Recognition of the Teaching Profession”.
It was an opportunity to receive direct guidance from Nina Tuholukova, Valentyna Kravchuk, Alona Strelchuk and Lilia Bilovus.
These are the real “usernames and passwords” for getting past the bureaucratic “Access Denied” screen.
What will your next step be: keep staring at the access error, or finally log in to the system as a professional? Italian schools are waiting for you.
